Over the last few years, the systems of incentives have contributed undeniably to the significant restructuring of some sectors of activity and towards the increase of the protagonism of private initiative in the economic life of the Autonomous Region of the Azores, favouring the creation of a solid business structure alongside the reinforcement of the productive base.
It is thus essential to proceed with a development strategy, founded on three important guidelines: proceed with the modernisation of the traditional activities, based on the competitive advantages resulting from the availability of natural resources, unequivocally support the sectors that have registered remarkable growth and in which the Azores present great potential, such as the case of tourism, and stimulate the development of emerging sectors resulting from transformations and alterations of the regional productive profile.
The present System of Incentives for the Regional Development of the Azores (SIDER) presents a structure based on four vectors of intervention, namely, financial support lines directed towards local development, the tourism sector, the promotion of quality and innovation, and projects of a strategic character for regional development, which constitute the legal reference framework of the financial incentives directed at the business sector with the objective of granting the regional economy the adequate competitiveness indices, drivers of sustainable economic growth.
Due to the archipelagic condition of the Region, it is imperative that the development policies be oriented towards balanced growth, of the sectors of activity that sustain the economic base and of the parts of its territorial structure, such that it is important to discriminate in favour of investments made on the islands of Santa Maria, Graciosa, São Jorge, Flores and Corvo as a way of reinforcing the economic and social cohesion throughout the entire regional space, as well as the projects that promote the certification of quality, added environmental value, energy efficiency, the creation of qualified jobs, the qualification of the hotel offer and tourist accommodation in rural space and that are located in industrial or business areas or that have obtained the classification of Regional Interest Project (PIR).
